The new proposals for the budgetary-fiscal policy for this year have both positive and negative aspects. Some of the proposals that were made public were explained by Dumitru Budiaschi, programs coordinator at the Independent Analytical Center “Expert Grup”, in an interview for Radio Free Europe, IPN reports.

“I’m in favor of ensuring transparency so that the incomes earned and taxes paid by all the people in Moldova are made known. The measure to declare the origin of money for realty and motor vehicles is a good one and the Ministry of Finance should insist on it. It won’t be easy to implement it. There will be many voices against it, but this is a necessary, even if not a pleasant measure,” said the expert.

Dumitru Budianschi noted that the budgetary-fiscal policy for this year contains measures that can increase the budget incomes, like the ban on leaving the country, for example. “But it creates problems with the human rights and movement. It’s not normal for a company director with 100,000 lei debt to the budget to be banned from leaving the country for business,” he stated.

As to the proposal to oblige the buyers to ask for and take the receipt, the expert said that this issue has two aspects – a good and a bad one. “The consumer who is not given a sales slip will be able not to pay for the merchandise and this is good. But the consumer will be obliged to take the receipt and if he does not present it to the inspection body, he will pay a fine of 60 lei. In Romania, there are such provisions, but in our country they could start to be implemented in several years,” he stated.

Dumitru Budianschi also said that the tax on vehicles is actually a tax that is transformed from the tax for the usage of roads by vehicles registered in Moldova. The people should expect some inconveniences, at least this year, as a car that is not used will also be subject to taxation.

The expert of “Expert Grup” anticipated that the 2016 budgetary-fiscal policy and state budget will be adopted in March.
