Promo-LEX reported 141 incidents at polling stations by 9 a.m.

The observers of Promo-LEX’s election observation mission during the first two hours of voting signaled 141 incidents. Forty-four incidents were processed. These included the obstruction of election monitoring, technical errors, and faults in the voter rolls, the Mission’s head Nicolae Panfil said when presenting the monitoring results at 9 a.m., IPN reports.

Nicolae Panfil noted that four cases of restriction of the observes’ access or obstruction of the free monitoring process in polling stations were reported, at polling station No. 1 in Cahul town, polling station No. 202 in Rescans district of Chisinau, polling station No. 58 in Botanica district, and polling station No. 32 in Botanica district. In all the cases, the situations were primarily due to the fact that the electoral functionaries didn’t know the electoral legislation. Finally, at 7 a.m., the observers were allowed access, but not earlier so as to be able to monitor the whole process of preparing the polling stations.

Also, the automated information system Elections malfunctioned. The seven reported cases included technical errors, problems related to the registration of voters, access to the Internet etc.

Promo-LEX has static teams of observers at 602 polling stations. In the municipalities of Chisinau and Balti, voting is observed at all the polling stations. The association also has 71 mobile teams with 142 observers.
