By 13.30, observers of Promo-LEX Association have reported almost 200 incidents in the general local elections and snap parliamentary elections in the four uninominal constituencies. It concerns the presence of advertising materials, placement of electoral billboards within a hundred meters of the polling station premises, as well as material or monetary rewards offered to voters to determine their choice. Observers report cases of unwarranted presence of unauthorized persons inside the polling stations or within a hundred meters of the premises, but also cases of unjustified voting in groups.
At an IPN press conference, the head of Promo-LEX Mission for observing the general local elections and snap parliamentary elections on October 20, Pavel Postica, has mentioned that a case of unjustified suspension of voting procedures was found. It happened at polling station no. 11/22 Cimișlia, Grădiște. At 11.05, the polling station was declared closed on the grounds that the State Automated Information System - Elections (SIAS "Elections") did not work. For ten minutes, until the situation was remedied, voters did not have access to the premises. "The good part is that no voter gave up and remained in front of the polling station," noted Pavel Postica.
Observers reported 15 cases of advertising materials, posters, electoral billboards within the polling station - one hundred meters of the polling station premises. It reffers to polling station no. 1/282, Chisinau, Băcioi, where a bilboard with a mayoralty contender has been placed at a 10-meter distance from the polling station. At 07.45, at polling station no. 1/110, Chisinau, Buiucani, a truck with the distiguishing marks of a candidate was parked within 7 meters of the premises. The chairman and the observer approached the car, but did not find the owner nor the driver of the truck. Among the polling stations where electoral materials have been found are SV1 / 265 Chisinau, Ghidighici, SV 12/5 Criuleni, Bălăbănești, SV 14/29, Drochia, Palanca etc.
Pavel Postica mentioned that observers reported at least five cases of rumors, attempts or even situations when material or monetary reward was offered to voters to determine their choice. There have been found nine cases of organized transportation of voters. According to the Head of the Observation Mission, these buses, minibuses and other transportation means had nothing to do near the polling stations. Also, at least nine cases of deficiencies in the functioning of SIAS "Elections", as well as 26 cases of errors in the electoral rolls - discrepancies between addresses, deceased voters, signing against other people’s names - have been detected. There have been identified 12 cases of taking photos of the ballots and other violations of the secrecy of vote, such as showing the ballot with the cast vote upon submittal, the improper location of the voting booths that allows to see the voter's option, etc.
Promo-LEX has 307 observers in Chisinau, 59 in Balti, 12 in Comrat. In the country, apart from these three constituencies, 369 observers are dispatched. In uninominal constituency 48 there are 22 observers, while in uninominal constituency 50 abroad - 12 observers.
