Compared with the first two weeks of the election campaign, the observation mission of Promo-LEX ascertained a doubling in the number of electoral activities – 992. Among the identified violations are the misuse of administrative resources, intimidation and presence of hate speech and discrimination in competitors’ messages, offering of electoral presents and engagement of religious denominations in the electoral campaign of a candidate, including of dead people in voter rolls and mistaken addresses on these, IPN reports.
In its fifth monitoring report, the mission mentioned at least 24 cases that can be classed as misuse of administrative resources, 21 cases involving independent candidate Igor Dodon, who is supported by the PSRM and three cases involving the PLDM’s candidate Tudor Deliu. The observers reported at least two cases that can be described as corruption of voters, with both of these involving Igor Dodon.
There were recorded at least nine cases of intimidation of candidates or vandalizing of advertisements of these.
The observers also identified unreported costs and donations that exceed the allowed cap to the Electoral Fund account. According to the reports presented to the CEC, the incomes of the electoral contenders for October 10-23 total over 6 million lei, more than 996,000 lei of which represents incomes in free services and goods.
The mission estimated that at least 3.8 million lei hasn’t been reported in the period by the electoral contenders: Shor Party’s candidate Violeta Ivanov – 1.5m lei, Igor Dodon – over 932,000 lei, PPPDA candidate Andrei Năstase – over 551,000 lei, PAS candidate Maia Sandu – over 288,000 lei, Our Party’s candidate Renato Usatyi – over 291,000 lei, Tudor Deliu – over 61,000 lei, PUN candidate Octavian Țîcu – over 74,000 lei, UNION Electoral Bloc’s candidate Dorin Chirtoacă – over 26,000 lei.
