Promo-LEX notes negative tendencies in campaign prior to elections in Hâncești

The negative tendencies in the campaign prior to the new parliamentary elections in single-member constituency No. 38 Hâncești persist, as in other election campaigns. The election runners use national symbols and the image of the public authorities for promotional purposes. Given the witnessed violations, the normative shortcomings should be corrected before the start of the presidential elections, says the first monitoring report of the Observation Mission of Promo-LEX that was presented on March 12, IPN reports.

The reports covers the period between December 27, 2019 and March 11, 2020. In the period, the contenders organized 164 promotional activities, with the distribution and placing of electoral ads representing 44% of all the activities. The meetings with voters constituted 30%.

According to Promo-LEX, the Party of Socialists’ candidate used the image of the public authorities and distributed electoral advertisements without meeting the conditions concerning advertising materials. The candidates of the Action and Solidary Party, the UNION Bloc, the Liberal Party, the Liberal Democratic Party and the Party of Socialists used national symbols of Moldova or another state and materials showing historical personalities.

The observation mission estimated that at least 112,000 lei wasn’t reported by five election runners, namely the Party of Socialists (77,000 lei), the UNION Bloc (17,000 lei), Cobzac Grigore (16,000 lei), the Shor Party (about 1,500 lei ), and the Democratic Party (620 lei).

Promo-LEX warns about the necessity of explicitly regulating cases that can be described as indirect financing of the election campaign of particular election contenders by parties that are not registered as election contestants, but are involved in campaigning.

New parliamentary elections will be held in single-member constituency No. 38 Hâncești on March 15 after Democratic MP Alexandru Botnari renounced the seat of MP won in this constituency in favor of the post of mayor of Hâncești municipality, which he won in the November 3, 2019 mayoral runoffs.
