Promo-LEX mission reports 63 incidents during first hours of voting

Since the opening of polling stations until 9:30am, the observation mission for the presidential election of Promo-LEX received 63 incident reports from its observers, IPN reports.

According to the mission’s head Pavel Postica, in one case the observer of Promo-LEX was barred access to the polling station. In six cases, campaign posters and electoral advertisements were detected within 100 meters from polling stations.

In Bălți town, a woman in her 60s was banned access to the polling station because her temperature measured 37.4. The head of the electoral commission of the polling place intervened and informed that she can go in, but the woman refused to enter and left.

In Văleni village of Cahul district, a minibus stopped about 50 meters from a polling station and about 15 persons got out of this. The minibus didn’t have signs of a regular route or yellow license numbers.

In four cases, the observers of Promo-LEX noticed faults in the work of the automated information system Elections. This either stopped work or the system showed that the person who came to vote already voted.

In five cases, the ballot boxes weren’t sealed up as required or the seals on them were absent. In seven polling stations, problems were faced in ensuring the filming of electoral operations. Filming started either several minutes before or after the opening of polls due to technical glitches or only for showing that the polling station was opened.

In Buiucani district of Chisinau, a voter who recently modified the residence address could not be found in the main voter rolls. The person wasn’t allowed to vote on the additional list even after confirming that he lived at the specified domicile and this was indicated in the identity card. In Râșcani district, a voter photographed the ballot. He was noticed and warned, but he said that he just wanted to answer the phone.

In four cases, electoral functionaries violated the COVID-19 protection and prevention measures. They didn’t wear masks or wore them incorrectly, didn’t have visors or the thermometer was nonfunctional.
