The association “Promo-LEX” recommends the authorities to make amendments to the legislation on party funding and to clearly delimit the donation mechanisms from the dues paying ones. The association’s experts suggested instituting penalties for parties that break the financing rules, IPN reports.

In a workshop centering on the election campaign, staged by “Promo-LEX”, president of the Central Election Commission (CEC) Iurie Ciocan said the political parties of Moldova encounter problems when they declare the expenses and the incomes as they must prove that these incomes come from legal sources and were taxed in the country.

The bill on party funding was adopted three years after it was registered. Iurie Ciocan noted that the adopted variant differs from the initial one. There are problems related to the reporting of expenditure in the period outside election campaigns as the parties carry out activities in this period too and society must know with what money these are financed.

Jan Walk, project coordinator at the Stefan Batory Foundation of Poland, which supports the projects of “Promo-LEX”, stated that the frequent changes made to the legislation are somehow distressing. According to the reports by “Promo-LEX”, enormous donations were made in the previous election campaigns and serious violations of the legislation could have been committed then, with some of them being camouflaged very well.

In order to ensure the correct implementation of the newly adopted legislation, the CEC stages training seminars for party treasuries and for accountants of district councils. Starting with next week, the parties are to submit reports on the financing of their election campaigns.
