The Promo-LEX Monitoring Effort ascertained that the date of the local general elections was set in accordance with the law. Nevertheless, Promo-LEX recommends Parliament to amend the Election Code by setting a common date for the local general elections and to implement the Law on Territorial Administrative Organization by reorganizing initially the local public authorities of the first level in settlements with a population of under 1,500. The association made public the first 2015 Local General Elections Monitoring Report, launching simultaneously the Monitoring Effort for the June elections, IPN reports, quoting a communique of the organization.
“Among the arguments debated publicly by the political leaders was the necessity of doing the territorial-administrative reform. In this connection, we note that when the electoral period started in Moldova, there were 266 settlements with fewer than 1,500 inhabitants, where district electoral councils will be created with money from the state budget,” said Pavel Postica, who heads the Promo-LEX Monitoring Effort.
Also, the Monitoring Effort recommends the Central Election Commission to set a common cap on the election runners, including parties, and to impose detailed reporting on expenses on the contenders delegated by parties and electoral blocs.
In May – June 2015, Promo-LEX will stage a series of electoral public debates in at least ten settlements with the aim of promoting equitable, balanced and impartial electoral education.
