The Promo-LEX Association in its third report on the monitoring of the election campaign points to an alarmingly high number of violations committed by election runners. In the monitored period, there were recorded over 40 cases of electoral present offering and 39 cases of use of public resources, IPN reports.
Aliona Onofrei, electoral analyst of the Promo-LEX Observation Mission, said the election runners seem to have come out of hibernation. The Mission established that ten parties, an electoral bloc and ten independent candidates staged different campaign activities. Compared with the previous monitored period, the number of electoral activities was much higher in the period between May 21 and June 10.
Promo-LEX said only 16 of the election runners submitted financial reports to the Central Election Commission, while 15 indicated costs and revenues. According to the observers, 1,554 people in the period contributed money to the electoral funds of the political parties and blocs. These donated about 36 million lei.
“The election runners reported costs of 51.21 million lei, 76% of these being for publicity. No contestant reported remunerations in the costs division. The Democratic Party reported the largest costs - 17.3 million lei, which is 29.21% of the set cap,” said the head of the Promo-LEX Observation Mission Pavel Postica.
The Promo-LEX observers determined that the logistic equipment of the polling places remains a serious problem. Even if the Center for Continuous Electoral Training reported that it staged 33 seminars to train electoral functionaries, the number of trained persons remains low.
This is the last monitoring report by Promo-LEX before the first round of the local general elections of 2015. The next report will be published on June 26, 2015, before the second round of voting.
