Promo-LEX asks to adopt amendments to punish hate-motivated behavior

The Promo-LEX Association requests Parliament to swiftly adopt legal amendments to punish behavior motivated by hate and prejudice, taking into account the recommendations formulated by national and international organizations. Promo-LEX noted the adoption of such amendments will increase the responsibility of the players involved in the promotion of hate speech and will enable to efficiently fight behavior motivated by prejudice, including hate speech, IPN reports.

In a public call, the Association warns that hate speech and incitement to discrimination are more often used both in political and religious contexts. In 2019 alone, Promo-LEX identified over 800 cases of hate speech and incitement to discrimination that affected different groups of people.

In 2018, there were recorded by two such cases on average a day in the public sphere and the media. In 2019, the figure rose to 4.2 cases a day. Most of the cases had the men as authors (87%): politicians, representatives of the Orthodox Church, journalists, opinion shapers.

Promo-LEX reminds that in 2017, the UN Committee on the Elimination of Racial Discrimination recommended Moldova to revise its legislation so as to punish hate speech given the more often promotion of stereotypes and prejudice against such vulnerable groups as women, LGBT, Muslims, refugees, the Roma, Jews.
