Promo-LEX: 5% of polling places opened with delay

Some 5% of the polling places were opened with delay, the election observation mission of Promo-LEX said. According to it, in Ukraine’s Odessa, the polling station was opened with a delay of 40 minutes because most of the members of the electoral office were late, but there was no person who wanted to vote in that period, IPN reports.

Pavel Postica, head of the election observation mission, said the observers of Promo-LEX arrived at all the polling places established in the country and at 44 polling places set up abroad. At least in 1% of the cases, the observers met with difficulties in entering the polling place. They were asked to present additional documents or weren’t allowed to take part in the opening of the polling place. Such cases were reported in Straseni, Orhei, Anenii-Noi, Chisinau and at the polling place established in Russia’s St Petersburg.

As regards electoral posters, which are banned with 100 meters of the polling place, in the case of 4% of the polling places these weren’t removed. Deficiencies were also recorded as regards ballot boxes. In 1% of the cases, these weren’t sealed up appropriately, namely at polling places in Calarasi, Orhei, Glodeni, Chisinau, Odessa (Ukraine).

Only 64% of the polling places are outfitted appropriately for ensuring the access of persons with locomotor disabilities. As regards equipment for persons with visual impairments, 33% of the polling places have the necessary equipment.

Inside or near 7% of the polling places, there are persons who should not be there. At polling station No. 9 in Orhei, several persons urge the people not to vote, threatening them they will remain without the social cards issued by the party whose candidate for President was withdrawn from the race.

In at least 13 cases, the Electronic Register of Voters didn’t work. At a polling station in Chisinau, the stamp “withdrawn” was put against the name of candidate Mihai Ghimpu, while against the name of the Democratic Party’s candidate Marian Lupu, who withdrew from the race, this stamp wasn’t put.
