Projects financed by World Bank to be coordinated by the Government not by implementation units
The projects of the World Bank will be managed, in the future by the Government not by the implementation units, the manager of the World Bank (WB) in the Republic of Moldova, Edward Brown declared, after the evaluation meeting on the WB portfolio of projects.
According to the quoted source, previously, the projects were administrated by the implementation units, the Government having nu the task of observer in this process. Now it is tried to change the roles, by transferring leadership to the Government, without resuming the old practice. Brown mentioned that this already happens. All the new projects financed by WB, as those of public financing administration in the area of rural education are coordinated by the specialized ministries. The RISP project which was been recently approved by WB and by the Parliament, as well will not have an implementation unit.
One of the most important issues during the meeting was, according to the representative of WB the sustainability of the implemented projects. According to him, in order to solve this problem, a clear strategy that could ensure their continuity should exist before approving the projects.
“Some indexes of the Economic Growth and Poverty Reduction Strategy (EGPRSP) are vague and need adjustments to be measurable. That is why, in the case of projects financed by WB will be found the indexes that would comply with the objectives of the strategy, within the ministries will be created pilot-projects on developing the evaluation and monitoring capacities”. Edward Brown states.
The WB country head, Paul Bermingham declared that he received, during the meeting in Chisinau, several ideas that will be examined by the Bank, According to him, in the next year the possibility of including more donors in promoting projects in the Republic of Moldova will be examined.
The prime-deputy-prime minister, Zinaida Greceanii considers that the involvement of the Governmental structures in implementing the projects supported by WB will follow clear goals, efficient allocation of public finances and ensuring their transparency.
In the last 14 years, World Bank implemented in the Republic of Moldova projects to the sum of over 600 million USD. At the moment the total engagements of WB constitute 174.4 USD, the disbursements for 2006 being settled at 20%.
