“Program for ideal mayor” can be created from all the platforms of the candidates for Chisinau Mayor. Analysis by Info-Prim Neo, Part III

The candidates for Chisinau Mayoralty reflect about 70 initiatives on the development and improvement of the situation in the Chisinau municipality in their election platforms. Thirteen of these are common to the majority of the candidates. This conclusion was reached by the expert Veaceslav Ionita after examining the election programs of the candidates, on the request of Info-Prim Neo. [A social program] Eduard Musuc proposes 15 initiatives, five of which can be found in the platforms of the largest part of candidates. Two of them are different from the initiatives of the other candidates. The first proposals concern the support for patent-based entrepreneurship and the organization of legal consultations in the mayor’s offices of the Chisinau municipality. As most of the candidates, he promises impossible things like to raise pensions. All the other promises are good intentions, meaning they do not necessitate large sums of money. In general, his program has an obviously social character. [A real program] The candidate for mayor Corneliu Ciurea tables 23 initiatives most of which are similar to other candidates’ proposals. Yet, he puts forward some different proposals that concern the conservation of the historical zone of the town, including the original idea of not only saving this patrimony, but also of using it for tourism purposes and bringing economic advantages in such a way. At the same time, Ionita considers that Ciurea is the only candidate that does not promise things that are not within the competence of the local public authorities. [An expensive program] Vitalia Pavlicenco’s program has 17 points, eight of which can be found in other election platforms. Pavlicenco is original through the fact that she says she will use funds from the transfrontier investments administered through the agency of Romania to repair the roads. This looks nice but it is difficult to imagine how such a thing can be achieved. At the same time, her program necessitates large financial resources and has nothing from what we call good intentions, that is to fight bureaucracy, corruption etc. [A technical program] Svetlana Myslitski included 23 initiatives in her program, among which issues that cannot be resolved by the local public authorities. But she is the only candidate that addresses the issue of the dead. She focuses on the repair of Saint Lazar Cemetery, fixing or prices of funeral services etc. Her program envisages ways of solving the problems she identifies, fact that makes it extremely technical. [A political program] Dumitru Braghis’ program includes 15 points and is more political than technical. He does not describe how he will solve the problems, but enumerates them. He also promises things that are not within the competence of a mayor. An original aspect of his program is the fact that he pays special attention to the villa quarters in the municipality. [An ecologic program] The candidate for mayor Ilie Bujenita has a program that contains 25 initiatives, which cover almost all the 13 problems identified by the majority of the candidates. He is the only one that wants to develop tracks for cyclists and tackles the ecological problems of the municipality. [A sanitary program] Mihai Petrache is the most ascetic as his programs includes only 6 initiatives. Most of these concern the revision and examination of the activity of the previous public authorities and the verification of the legality of all the decisions. The program can be named sanitary as it could clean the administration of all the documents that were approved illegally. [An essay program] Petru Bodarev puts forward 12 initiatives, five of which similar to other candidates’ proposals. A new aspect of the program is the intention to modify the legislation, including the one concerning the status of the Chisinau municipality. But this thing is not within his prerogatives. He speaks about the introduction of modern technologies in all the municipal services. The rest of his program looks like an essay because it contains reflections on the problems and how he could solve them. ....................................................................................................... Veaceslav Ionita did not have the possibility of examining the programs of the candidates for Chisinau Mayor Ludmila Bolboceanu and Valentina Tapis. ........................................................................................................ [A program for ideal mayor] After analyzing the programs of the candidates for mayor, Veaceslav Ionita divided them into three categories: 1) political and declarative programs, which address the problems without offering solutions; 2) technical programs that want to show that the candidate is highly professional and knows the problems confronting the city and how to resolve them; 3) amalgamated programs that contain both technical actions and purely political declarations. Three are also three approaches of solving the problems. This first approach is declarative, where the candidate says what he will do without showing how. The second approach says how the aims will be achieved and the third, the institutional approach, says how the process will take place, from what sources etc... Another criterion of dividing the programs is the examination of the problems conjointly or by laying the stress on certain aspects. The dose of populism for each candidate varies between 0% and 30%. It is evident that the majority of the opponents have original proposals and good things and the “program for the ideal mayor” can be created from all these programs, the analyst Veaceslav Ionita says.
