The program “First House” announced by the ruling party, besides the social component, also as an economic component. This mechanism is a perfect instrument for keeping the qualified labor force at home, Alexandru Baltag, president of the Moldova Business People Association, was quoted by IPN as saying in the talk show “Fabrika” on Publika TV channel.
Moreover, according to him, the program could serve as a stimulus for some of the citizens who left the country to return home. Alexandru Baltag said this program is a very good instrument for taking a part of the salary earners out of the underground economy. “The budgetary impact will be felt here and an assessment could be carried out even after the first six months. The people will ask for official salaries from their employers so that they could meet the program criteria,” he stated.
Minister of Finance Octavian Armasu said the families with a child will get a compensation of 10% of the value of the home loan repayable in 18 years. “For the families with two children, the state will compensate 25% of the value of the home loan divided equally over a period of 18 years, for those with three children – 50%, while for those with four and more children – 100% and these will pay only the interest rates,” he stated, adding that the commercial banks saw economic advantages for them in this instrument.
On July 17, the Democratic Party announced the extension of the “First House” program. At the third phase, the program beneficiaries will be families with children that bought a home. The state will gradually pay a part or the entire home loan raised by these, depending on the number of children, not yet the interest rates.
