Problem of small pensions should be solved under social protection system, expert

The ensuring of equal pays between women and men during the economically active period is one of the most serious challenges in the subsequent setting of the pension. The inequalities cannot be eliminated under the current pension system. The problem should be solved as part of the social protection system. The basic principles of state social insurance system should be kept. This system is based on the principle of equality and contribution and on the solidarity of generations. The subject is treated in an analytical brief by expert Valeriu Prohnitski, which was presented by Friedrich Ebert Stiftung Moldova and the Public Association “Institutum Virtutes Civilis”, IPN reports.

According to Valeriu Prohnițchi, if the goal is to keep the principle of contribution, the inequality between women’s pensions and ten’s pensions will remain due to the lower incomes and social contributions of women. It is recommended securing legislatively the process of equalizing the pensions of men and women so that this could not be blocked for political reasons that are not based on socioeconomic factors.

Even if the early retirement of women is seen as an advantage, this is actually rather a disadvantage as it impacts the pension and increases the vulnerability at the pre-retirement age, when the persons want to work and keep the posts. Emphasis should be placed on policies on career advancement and professional development of women. Only by the firm emancipation of women on the labor market, the existing discrepancy in pensions could be reduced. The swift return of women and men from the childcare leave should be facilitated.

In general, the problem of low pensions should be solved by modifying the social support program. Programs for the older persons are needed, not parametric interventions in the pension system, noted the expert.

Liliana Palihovici, president of “Institutum Virtutes Civilis”, said the legislation elements that generate inequalities between women and men should be removed as swiftly as possible. The subject should be addressed seriously and the young people should be persuaded to work only with official contract under which taxes are paid. The public policies and the designed normative framework should not generate inequities in the long run.

Petru Lupu, of the Ministry of Labor and Social Protection, stated that the analytical brief is an aid in the implementation of the reforms done in the field and contains important conclusions and recommendations designed to ensure the success of the initiated process.
