The Pro Marshall Center of Moldova presented the study “Initiatives to counteract the laundering of public money,” which is financed by the United Nations Democracy Fund through East Europe Foundation. The study aims to strengthen the capacities of civil society in this area, to increase transparency in the management of public money, to promote good practices and to engage the people.The main conclusions and recommendations of the study were presented by the Center’s director Tatiana Bosuncian in a news conference at IPN.
“The analysis of the normative and institutional framework will highlight the necessity of radical changes in strategies, methods and means and in the institutional approach to the cooperation between the bodies responsible for the prevention and combating of money laundering. The creation of a functional monitoring and reporting system will increase the responsibility before the people and would accelerate the democratic transformation of Moldovan society,” stated Tatiana Bosuncian.
The study also analyzed the implementation of the national strategy for the prevention and combating of money laundering and terrorism financing for 2013-2017. The plan of action for implementing the strategy includes 74 actions, 50 of which were carried out in 2013-2014, 14 incompletely or partially, while 24 remained on paper. “The main reason why the actions weren’t implanted is the lack of financial resources, which weren’t earmarked,” said Tatiana Bosuncian. According to her, the lack of specialists in this field is another key problem.
The director of the Pro Marshall Center underlined that political will and the anticipation of resistance on the part of the subjects involved in the implementation of the strategy, an efficient partnership between the authorities, civil society and the reporting entities, sufficient financial resources it and the support of international organizations are needed for the actions to be implemented.
