[Info-Prim Neo survey of the Series “Moldova-20! Whereto?” with Liberal MP Valeriu Munteanu] [ – Do you agree that Moldova’s pro-European orientation should be laid down in the Constitution in order to guarantee the continuation of the modernization process? Will this process be interrupted if no such provisions are included in the Constitution?] – Such provisions should have been included in the Constitution even in 1994 in order to set out Moldova’s development course so that all the political forces could assume such a task. Regardless of the color of the power, the European integration should have been an indubitable priority for all the governments. But the change of the foreign policy vector at every electoral cycle cast a shadow on this desideratum. At the same time, given the development level of democracy in Moldova and, implicitly, the political class as perfect emanation of society, it is hard to believe that a retrograde government wouldn’t have found sufficient arguments to stop the European integration process, even if this priority would have been laid down in the Constitution. [ – May the Constitution be amended in Parliament or by referendum? Will the entire political class, including the opposition, and, eventually, society back such amendments?] – Relevant amendments to the Constitution can be theoretically introduced by referendum, or in Parliament with the participation of the opposition. But I think the present opposition is far from being willing to support this desideratum. It continues to feed its supporters with Soviet-type slogans. [ – How can such changes affect the Transnistrian conflict settlement process?] - The Transnistrian dispute will not be resolved if such amendments are made to the Constitution. The settlement process will be neither affected. The conflict will be settled when we do our homework on the right bank of the Nistru and the people will see the difference in the living standards. This will be a stimulus to solving this protracted conflict. {[Info-Prim Neo Note:] More details as regards the guaranteeing of the irreversibility of the process of the country’s modernization can be found in part I of the analysis “Moldova without internal enemies” that was published on August 1, and in part II that was published on August 9, 2011.}
