Private scholarships offered by employers

The private sector of Moldova will be able to provide scholarships. The young people will instead pledge to work for the given company for a twice longer period than the period during which they received the scholarship. Otherwise, they will have to pay back the money to the economic entity. Parliament adopted such a bill in the first reading, IPN reports.

One of the authors of the bill, Democratic MP Oleg Tulea said the private scholarships will be offered based on a contract signed by the company and the applicant. The private scholarship is provided only by legal entities for a period of one year, but the period can be extended. A person who has a state scholarship cannot receive a private scholarship.

The private scholarship will be equal to one to three minimum official salaries. The number of scholarships that a company can offer must not exceed 20% of the number of employees working when the contract is signed. The allocated sums represent costs that are deducted from the income tax.

The students who received scholarships can refuse to work for the company that paid the scholarships if they present evidence that they have better job offers. In this case, they will not need to pay back the scholarship to the company.

The Liberal-Reformists didn’t support the initiative. Ana Gutu said the bill is declarative as nobody now bans the economic entities from contributing to the professional training of students, including by offering them scholarships. Her colleague Vadim Cojocaru said that in Moldova there are thousands of parents who pay tuitions fees for their chidden and they are not exempted from taxes.

Though the Communists MPs voted for the bill, they said that the Democratic Party aims to obtain electoral support by such bills, but they consider such an initiative necessary.
