President wants new honorific titles

Moldova’s President Vladimir Voronin wants to institute honorific titles of Artist of the People, Artist Emeritus and Collective Emeritus, Info-Prim Neo reports, quoting the presidential press service. Vladimir Voronin has submitted the Parliament a bill providing for instituting the mentioned honorific titles by modifying the 1992 Law on state distinctions. The president finds that the present state awarding system lacks enough possibilities to morally stimulate the personalities with special merits in creating cultural and artistic values. The merits of the people forwarded to be awarded not always can be assessed justly, the head of the state thinks. According to the present awarding system, the people of culture and arts may be conferred honorific titles with the qualifier “emeritus.” There is no special award to morally stimulate artistic teams for their special merits in developing and popularizing the national art, reads the presidential communiqué. Instituting new titles will establish an adequate hierarchy of honorific titles, will allow for conferring the state awards more with more differentiation and will add to the list of traditional awards, the release mentions.
