Presidency’s Press Service offers details on the criticism regarding the inefficiency in fighting corruption
The press service of the Presidency offers details on the criticism brought to the central authorities by the head of state for inefficiency in fighting corruption.
The press release of the Press Service quoted by Info-Prim Neo, refers to the meeting called up by the president on the problem of preventing and fighting corruption, with the participation of Parliament’s, Government’s leadership and leaders of the central authorities, legal and inspection bodies. At the Saturday meeting, July 8, the press was admitted only partially, the rest of the meeting was “closed”.
According to the quoted source Vladimir Voronin was alarmed of the lack initiative coming from Governmental institutions in fighting corruption cases. He stated that practically all violations are happening due to the unofficial agreement of the leaders.
The head of state emphasized that within Governmental institutions the internal activity on fighting corruption is not well organized. However, the activity of hiding corruption cases due to departmental interests is well organized. This is the cause why the majority corruption cases declared by the citizens are not confirmed when performing internal investigations. The president emphasized that each leader must be personally responsible by the anticorruption climate of his area: to finance and to direct the internal evaluation commissions.
The president condemned the practices of protecting the business affairs of certain persons, putting pressure on the justice process. The practice of the civil servants or private persons of accepting any kind of protectionism must be eradicated, Vladimir Voronis said.
According to the head of state, postponing the process of optimizing the central executive body is also a factor that generates corruption. The president expressed his dissatisfaction on the fact that the staff of the Government was reduced to only 44% comparing to those 70% planned.
According to the declarations of the President, an impediment in preventing corruption is not only the quality of regulations, but also their non-appliance. Vladimir Voronin presented the example of the Law on fighting corruption and protectionism, which stipulates a series of interdictions to the public servants and if braking them penal proceedings can be instituted to the responsible persons. The head of state mentioned. He mentioned that these norms are not applied as well as other efficient rules that are included in the Law on public service and other special laws.
The president emphasized also the fact that the fight with corruption can not be efficient without an incorrupt justice. Employing and promoting correct persons, with irreproachable reputation in the legal system is the most important condition for the sustainable development of a viable legal system.
Vladimir Voronin appreciated as negative the activity of the consulates of the Republic of Moldova abroad, mentioning about the alarming number of corruption cases regarding the legalization of documents or other consular actions. According to the president, the biggest number of such signals comes from the consulates in Rome and Moscow. The head of state solicited the implementation of a controlling mechanism for consulates.
On the base of the objections presented at the meeting, the head of state, solicited to elaborate an action plan and to apply immediate measures in order solve this situation, is said in the press release of the Presidency of the Republic of Moldova.
Immediately after the Saturday meeting, prime-minister Vasile Tarlev declared for the press that the critics formulated by the Head of State will not lead to dismissals, but “those who consider that can not cope with their duties are free to resign”, Info-Prim Neo specifies.
