The Government proposed the civil society two normative documents for inspection. After approved by the Government and the Parliament, they will contribute to improved cooperation between the parties. The documents were presented to representatives of the civil society by Prime Minister Vlad Filat at a meeting on October 30, Info-Prim Neo reports. One of the documents is a bill that comes to amend a number of laws and increase transparency in decision making, while the second provides for the constitution of a Consultative Council under the Government. The Premier asked the NGO leaders to engage in the examination of the bill and submit proposals so that it could be approved by the Government and the Parliament in the near future. “We want to establish efficient cooperation. We have a number of laws that should be inspected by the civil society,” Vlad Filat said. Galina Bostan, the head of the Center for Analysis and Prevention of Corruption, suggested that the Government's website should include not only informative notes to the bills, but also the content of the bills. Cornelia Cozonac, the director of the Journalistic Investigations Center, said that the division heads of the executive should be more open when they are asked to provide information by the media organizations. Corina Cepoi, of the Independent Journalism Center, spoke about the situation of certain media outlets, especially newspapers, which cannot pay the taxes. She asked the Prime Minister to take this into account when planning the budget. The executive director of Expert-Grup Center Valeriu Prohnitchi said that proposing the two documents the Government will have to cope with a number of difficulties. “The Government risks receiving a lot of contradictory proposals. For this not to happen, it should formulate clear criteria for selecting the submitted proposals,” he said. “After creation, some of the committees, institutions risk becoming non-functional. This fact will damage the Government's image,” said the head of the League for the Defense of Human Rights Paul Strudzescu. Initially, the Premier proposed that the two documents be analyzed until Tuesday, November 3 so that they could be approved at the Cabinet's meeting on November 4. The NGO leaders asked for a longer term so as to be able to examine the documents thoroughly.
