The National Social Insurance House (CNAS) initiated the process of determining the childcare allowance based on the information collected into the personal state social insurance account. Thus, from May 1, the pregnant women do not have to present the salary certificate issued by the employer when applying for allowances, IPN reports.

According to Clara Sorocean, head of the CNAS General Individual Contribution Monitoring Division, the allowance is calculated based on the monthly average income for the last six calendar months. For confirming the income in the months outside a certain quarter, they present the ensured person’s statement REV-5 “For setting the social insurance benefit”.

Thus, the person who is to benefit from allowance in June will ask for a REV-5 statement for April and May from the employer. The information about the income for the other four months (December – March) is already contained in the database of the CNAS.

If the information for the previous quarter is not available in the person’s personal account because the employer didn’t declare the sum, the given sums are not taken into account until the declarations for all the company’s employees are presented. The pregnant woman who has several jobs presents the REV-5 statement for every job. The allowance is determined based on all the sums from which social insurance contributions were paid.

If the woman had been on annual leave during the last six months, she presents a certificate for these months showing the pays made to her for every month. If the woman didn’t earn incomes during six months before the month when she gave birth for well-founded reasons, including because she was on sick leave, maternity leave or leave paid by oneself or she looked after the child, she must present the basic salary certificate that is used to calculate the allowance.
