PPPDA seeks explanations from economy minister, intends to notify PGO

The Party “Dignity and Truth Platform” (PPPDA) asks Minister of Economy Anatol Usatyi to present within two days explanations why he didn’t place notices of tender contests for roads in the Official Journal of the European Union. According to the party’s vice president Alexandru Slusari, the minister was obliged to do this in accordance with the law on government procurement, IPN reports.

In a news conference, Alexandru Slusari said the law on government procurement provides that the tender notices must be placed in the Official Journal of the European Union if the value of the government procurement contract is equal to or higher than 90 million lei. In January, the Ministry of Economy and Infrastructure launched the bidding process for works to rehabilitate a number of national roads in a hurry, without coordinating the steps with the Ministry of Finance. The value of works for a series of road sectors exceeds 90 million lei.

According to the MP, Anatol Usatyi was also notified in January, but he then answered that Moldova is not a member of the EU and its intention to publish these notices was rejected by the EU. However, the Official Journal contains the tender notices of other Moldovan institutions that were published recently.

The PPPDA requested that the minister of economy should provide explanations in written form and show the EU’s official refusal with argumentation by February 11 at the latest. If this is not done, the party will seek the minister’s resignation and will ask the Prosecutor General’s Office (PGO) to examine Anatol Usatyi’s actions as abuse or misuse of power.
