These are crumbs thrown by the government to the local authorities. This is how the Party “Platform Dignity and Truth” (PPPDA) commented on the draft law that provides for raising the salaries of particular employees. In a press release, the party warns that the salaries of public servants, such as mayors, deputy mayors, district heads and deputy heads and city district heads and deputy heads will be raised by up to 50%, not yet the pays of other employees of the local public authorities, IPN reports.

The party said the pays of the technical personnel of the local public administration, such as drivers and guards, will increase by up to 15%, but the salaries of local public functionaries, such as secretaries of local councils, employees of different divisions and sections, accountants and others will remain unchanged. In this connection, the party warns that in reality the most serious staff shortage is witnessed in the local public administration.

The PPPDA considers these raises are aimed at strengthening the loyal local administrative resources and refer to only several hundred servants, who are influence factors in regions and whose salaries are increased in a move to fully involve them in the election campaign to serve the interests of the PDM and its leader. “At the same time, these people will be ‘stimulated’ to work for the government, by being threatened with criminal cases. The classical carrot and stick approach is used,” it is said in the press release.

According to the PPPDA, by not raising the salaries of the other public functionaries, the regime transmits a trenchant message that it further encourages corruption. By this discriminatory decision, the regime intentionally causes discord among the functionaries of the local public administration. The PPPDA demands that the salaries of all the employees of the local public administration should be raised by at least 50%.

“We identified and published for several times the eventual sources of additional financing for raises in salaries, pensions and food rations for children. These are: cancellation of the construction of the Chisinau Arena based on the Plahotniuc-Dodon partnership, annulment of the law that makes the repayment of the stolen bank funds the people’s burden and others,” says the press release.

The party also noted that to increase the salaries of the employees of the local public administration to an appropriate level, a real financial, administrative and political decentralization reform should be implemented as a priority.
