Owing to the lenient legislation and the involvement of companies from offshore areas, the efficiency of the use of public resources is reduced, corruption is stimulated and the interests of particular groups are promoted in such areas as public procurement, privatization, concession and public-private partnerships, consider representatives of the European People’s Party of Moldova (PPEM). These will propose amendments to four laws so as to deoffshorize the public sector, IPN reports.
PPEM chairman Iurie Leanca told a news conference that by this initiative the party aims to ban the participation of offshore companies in public tender contests to do works or provide services of public interest. “We also aim to improve the legislation so that it enables to collected comprehensive data about the effective beneficiaries and participants in public procurement contracts, public partnerships, privatization and concession acts. Thus, these amendments will set a mechanism for objectively assessing the companies coming from offshore areas,” stated the politician.
According to expert Iulian Rusu, the ban on the participation of offshore companies is dictated by the international commitments assumed by Moldova through the Association Agreement.
The PPEM is to present the amendments to the parliamentary commission on economy, budget and finance. These will be later put to the vote in Parliament.
