The President of the Republic of Moldova, as the supreme commander of the armed forces, obeys Parliament and should cooperate with the Government, vice director of the Institute of Legal and Political Research of the Academy of Sciences of Moldova Victor Juc stated in the program “Fabrika” on Publika TV channel, IPN reports.

The Constitution of the Republic of Moldova envisions cooperation between the Government and the President, as the supreme commander of the armed forces. “If the Law on National Defense is amended, these powers could be transferred from the supreme commander to the Government. Consequently, the position of the supreme commander in the hierarchy of the national security and defense sector is not so well-defined in the national legislation and persons from the presidential office speculate to a certain extent, probably out of ignorance,” stated Victor Juc.

Democratic MP Sergiu Sarbu said the Republic of Moldova signed international agreements on participation in military exercise and the institutional blockages created in the country hamper the participation by Moldovan service members in these. “To avoid such an institutional blockage, we need to amend the legislation,” he stated.

On September 12, the Democratic Party said a part of the President’s prerogatives concerning participation in military exercises and peacekeeping missions abroad, together with other armies, could be transferred from the President to the Government and Parliament. According to the Democrats, legal solutions will be identified for the participation by service members in different missions and exercises together with the foreign partners not to depend on the presidential administration. The given legislative changes could be adopted in a special sitting of the legislature.
