Population to pay higher electrical bills

The National Agency for Energy Regulation (ANRE) approved Friday, January 18, new charges for power supply. According to the ANRE decision, RED Union Fenosa will apply the charge of 71 bani/kWh (at present 69 bani/kWh) to consumers connected to 110 kV networks. Domestic consumers, that live in residential blocks equipped with electric ranges will pay 94 bani/kWh (at present - 82 bani/kWh), the other categories of consumers – the charge of 98 bani/kWh (at present – 96 bani/kWh). The same decision stipulates that RED Nord and RED Nord-Vest will apply the charge of 103 bani/kWh (at present - 85 bani/kWh) to domestic consumers that live in blocks equipped with electric ranges and the charge of 108 bani/kWh (at present -101 bani/kWh) to the other categories of consumers. ANRE administration explains the lower charge growing rate for RED Union Fenosa (UF) in comparison with RED Nord and RED Nord–Vest by the application on August 17, 2007 of the new Methodology for calculating power charges, by which the rate of return for the UF was reduced from 23% to 13%, and by the national currency appreciation. According to ANRE, in 2007 RED UF registered positive financial deviations, which led to charge decrease for 2008 by 3.9 bani/kWh more compared with RED Nord and RED Nord –Vest. In addition, ANRE specialists say, Union Fenosa manages a more favourable power network and power consumer structure, which leads to a higher power consumption per consumer (by 61%) and per km of network (by 26%) compared with the power consumption in the regions supplied by RED Nord and RED Nord-Vest. Thus, distribution expenses sustained by RED Union Fenosa against a kWh are lower by 7.2 bani than those of RED Nord and RED Nord-Vest.
