The Political Party “People’s Will” (PPVP) submitted an application to the Prosecutor General’s Office whereby it asks to investigate the legality of the actions of a prosecution officer whom it accuses of appropriation. The application was submitted on August 2, after the party’s leaders gave a news conference at IPN.
PPVP deputy chairman Ion Levinta read the application. This says that on July 17 Denis Miheev, presenting himself as prosecution officer from Chisinau, requested Petru Grijuc, the leader of the party’s local territorial organization in Glodeni, to yield him the car he was driving, showing an order. The officer acted based on a complaint filed by citizen Victor Vilcu, who said he was dispossessed of the car.
Vilcu complained to the police that he had two cars and didn’t use them. At the request of a friend, he allowed this to use the cars free of charge, without setting a particular period. He didn’t legalize proxy certificates or powers of attorney for the use of cars by third persons. When he asked his friend to bring the cars back, this said that he offered them to an NGO. Ultimately, Victor Vilcu complained that he was dispossessed of his cars.
According to Ion Levinta, in reality Victor Vilcu transmitted the cars voluntarily, consciously, directly and freely to the initiative group for creating the party at the start of January 2017, in particular to Petru Grijuc from Glodeni and Eugen Dodon from Orhei. He also legalized the proxy certificates needed for these to drive the cars legally. The transmission contracts were authenticated by a notary and Victor Vilcu pledged that the eventual conflicts will be solved by amicable ways.
Victor Vilcu submitted no notification to the drivers of the two cars to request them to return his vehicles. Even if the order says both of the vehicles should be confiscated, only the car in Glodeni was seized in the presence of the prosecution officer, while the car in Orhei was seized without any notification.
In the application submitted to the Prosecutor General’s Office, the PPVP members say the existence of documents by which the vehicles were transmitted shows Victor Vilcu lied when he declared he was dispossessed of vehicles. The acts of prosecution officer Denis Miheev were illegal and can be even classed as abuse of power. Ion Levinta said all these acts are aimed at persecuting the members of the party and can be described as attempt to appropriate goods, documents and personal data that belong to the party.
