The National Liberal Party (PNL) says the Government should adopt a law whereby those who consider themselves Romanians will be allowed to indicate their nationality in documents. “Paradoxically, the other ethnic groups enjoyed more related rights than the Romanians, who became victims of the Soviet occupation and were banned from identifying themselves as Romanians,” the party's leader Vitalia Pavlicenco told a news conference held at Info-Prim Neo on June 3. Nothing was done to change the state of affairs after declaring Moldova's independence, Vitalia Pavlicenco stated. The PNL says the persons who consider themselves Romanians should not be obliged to present confirming documents, but allowed to register their nationality with the help of the notary. Thus, when filling out the questionnaire for applying for identity cards, passports or other documents, the applicants will need only this document validated by the notary to show their nationality. According to Vitalia Pavlicenco, the data of the census of 1930 should be taken into account when indicating the nationality in documents. She said the Government should adopt a decision to allow modifying the civil status documents formulated incorrectly during the Soviet and Communist rule free of charge or at a low price. As a compromise solution, the PNL suggests allowing not indicating the nationality in the civil status documents and the questionnaire under which the documents are issued. The modification of the legislation will be imposed after July 27, when the ECHR decision in the case of Ciubotaru versus Moldova comes into force. Under the decision, Mihai Ciubotaru has the right to identify himself as Romanian born by Romanian parents. In the same news conference, Mihai Ciubotaru said the Government should do historical justice so that the Moldovan people do not live according to Soviet norms anymore. The PNL's proposals will be submitted to the Ministry of Justice, which manages the civil status offices.
