PM wants to reform public services

The Prime Minister seeks to set Guillotine III into motion, which stipulates the revision of the charges for services rendered to the population by the public sector. Vasile Tarlev stated on Thursday, August 9, at a meeting with representatives if the industrial sector, that the costs of services offered by the public offices are “chaotic” and “exaggerated”. The idea of implementing Guillotine III belongs to himself and an ordinance for its elaboration has already been signed. “At my initiative, the implementation has already started, and now we are defining the mechanism of a thorough analysis for the reform”, said the Prime Minister. Vasile Tarlev said he received confirmation from the Parliament that the second stage of the Regulatory Reform (Guillotine II) would enter into effect this autumn. The set of amendments advanced by the Government stipulates amending more than 80 laws that regulate the entrepreneurial activity. The amendments were proposed by the state commission for regulating entrepreneurial activity, and refer to the Tax Code, the Labour Code, the Customs Code, the Civil Code, as well as laws governing transport and constructions, trade and agriculture. The law on the amendment and optimisation of the legislative framework regulating the entrepreneurial activity called “Guillotine II” was adopted in July 2006. The law called "Guillotine I" was launched in February 2005. About 800 laws, governmental decisions, regulations, ministerial and departmental ordinances have been examined until now, of which about 350 have been amended or annulled.
