Platform “Dignity and Truth” prioritizes people’s demands

The leaders of the people protesting in the Great National Assembly Square of Chisinau reiterated the demands put forward to the government, laying emphasis on those that must be satisfied first. These were included in the “Statement of the Council of the Great National Assembly Square on the liberation of Moldova from captivity” that was read in the Public Forum to launch the dialogue on the signing of the Social Pact “For Moldova”, held at the Palace of the Republic on October 14, on the initiative of the President, Speaker and Prime Minister, IPN reports.

Under the document, the first stage of implementing the people’s demands contains a political chapter and a socioeconomic chapter.

Thus, the demands on the de-oligarchization of the state, depoliticization of the law enforcement and regulatory institutions, the real combating of large-scale corruption include, among others:

- Adoption of framework legislation on the procedure for choosing and dismissing the managers of the law enforcement and regulatory institutions on the basis of a public contest, by testing the professional capacities and verifying the integrity of candidates;

- Authentic reformation and depoliticization of the legal system, the law enforcement and regulatory bodies and other public institutions, including dismissal of the National Bank governor, the prosecutor general, the head of the National Anticorruption Center, the head of the Security and Intelligence Service and of the president of the Supreme Court of Justice; designation of the National Bank governor, the prosecutor general, the head of the National Anticorruption Center, the head of the Security and Intelligence Service and of the president of the Supreme Court of Justice according to the framework legislation, at a transparent contest, with the participation of representatives of civil society and professional associations in the contest commission so that these form a majority in it; dismissal of the institution heads that pretend to be fighting corruption, block reforms, hamper the rule of law and serve the personal interests of the ruling oligarchs; adoption of all the normative documents needed to reform the prosecution service, the legal system and the National Anticorruption Center and of the anticorruption documents; amendment of the legislation so as to optimize the number of ministries, and adoption of the lustration law and its implementation with regard to judges, prosecutors and government officials;

- Real and swift investigation of the theft of the billions, sending to court of the cases, identification and punishment of the real beneficiaries and their accomplices, and returning of the stolen billions;

- Urgent adoption of the measures stipulated in the “Informative notes” of the development partners;

- Transferring back of the Chisinau International Airport under state management as it was leased out illegally to dubious economic entities;

- Initiation of the process of amending the Constitution of the Republic of Moldova so that it allows for the direct election of the President,  by Moldova’s people, and annulment of the immunity of MPs and other officials.

The social economic chapter includes the following demands:

- Prevention of the transformation of the stolen billion into state debt, as this would represent an enormous fiscal burden on the ordinary people, by adopting the necessary normative documents;

- Elimination of the firms acting as intermediaries in the process of purchasing electric power and natural gas; taking of legal action against the beneficiaries of the money stolen from the people; prevention of the unjustified rise in tariffs, and identification of alternative suppliers of electricity;

- Fulfillment of the requests of farmers organizations that were put forward in 2015 and synthetized in the letter of September 1, 2015;

- Increasing of pensions that are lower than 2,500 lei and setting of the minimum pension at the same level or higher than the minimum consumer basket.

- Modification of the monetary policies of the National Bank of Moldova by reducing the refinance rate and the required currency reserve norms for banks so as to significantly increase the national entrepreneurs’ access to loans;

- Formulation and adoption of stimulatory fiscal policies for the business sector as a result of a dialogue with entrepreneurs’ associations, etc.

After protesters’ leaders read the Statement, they left the forum, arguing that the government pretends to be communicating with the people through the agency of representatives of civil society and aims to keep the oligarchs in power even if the people have no confidence in the authorities following their inability to manage the state affairs and to defend the basic human rights.

The Statement does not include demands to dismiss the senior state officials as these will form part of the second stage.
