The U.S. official urged Vlad Plahotniuc to contribute with his management experience in boosting economic cooperation between North Carolina and Moldova. Besides, Moldova and the U.S. already have a functioning bilateral cooperation committee, which Elaine F. Marshall co-chairs. Elaine F. Marshall has noted Moldova's progress in fighting corruption and in modernizing the political class. “Many things have changed in Moldova, especially those regarding the rule of law, the anti-corruption measures, and the reforms in the structural areas of the state. I regard you as an initiator of these reforms, both at a parliamentary level and politically”, stated Elaine F. Marshall. According to the communique, Vlad Plahotniuc and North Carolina's Secretary of State share a common professional development: before turning to politics, they both have had successful experiences in the business department. Elaine F. Marshall was awarded with “The Lifetime Achievement Award” for her business activity, and politically, she was reelected 3 times as North Carolina Secretary of State, becoming the first woman to occupy this position.
