Physical abuse is most frequent violation of chidlren's rights in Moldova, experts
The parliamentary commission for social protection, health and family intends to propose a series of amendments to the legislation on child protection in the spring-summer session of the Parliament, the commission's chairwoman Liliana Palihovich announced at a roundtable meeting, Info-Prim Neo reports.
Elena Lesan, a representative of the Civil Society Program of Soros-Moldova Foundation, said the physical abuse in Moldova is the most frequent violation of chidlren's rights. She considers that the legislation should be modified, while the people should change their attitude to the use of violence against children.
The specialists stressed that in many cases no immediate protection can be provided to a child that becomes a victim of domestic violence as the mayor does not intervene, but demands that different formalities be performed. Some of the mayors do not even know that they are the guardianship authority at the local level.
Tatiana Catana, expert in legislation on chidlren's rights, said though there are legal instruments for making the specialists more responsible, they are not sufficient for protecting the children from violence.
The representative of the Prosecutor General's Office said there are many difficulties hindering the implementation of the restriction order as method for protecting the mother and child as the legislation banning the aggressor from approaching the victim runs counter to the aggressor's right to ownership.
The parliamentary commission for social protection, health and family will analyze the legislative impediments mentioned by the experts of chidlren's rights protection nongovernmental and state organizations and will submit proposals for improving the child protection system, the commission says in a communique.
