PGO provides details about raider attack on trolleybus company

The Prosecutor General’s Office (PGO) made public details about the raider attack on the Chisinau Electric Transport Company. In a news conference on January 31, deputy chief prospector of the PGO’s Financial-Economic Investigations Division Ghenadie Pirlii said a criminal case was started over abuse of power that resulted in considerable damage, based on an application from the trolleybus company about the violations committed by a judge, Info-Prim Neo reports. According to the prosecutor, the scheme used in this case is a typical scheme for collecting debts from enterprises with public capital. It involved five companies – IS Moldtranselectro, Belang Commerce Limited, Goldbridje Trading Limited, SRL Electro-Plus, and the Russian company SRL Vasu. Since 2002, they have transmitted from each other the right to claim debts from the Chisinau Electric Transport Company. By a decision of February 2008, the Economic Court of Appeals accepted the application of the Ukrainian company Electro-Plus to recognize and implement in Moldova a decision by the Kiev Economic Court of March 2005, which ordered levying the debt of 13.3 million lei, penalties of 1.4 million lei, the state tax of 1 700 Ukrainian Hrivnas and costs of 118 Ukrainian Hrivnas from the Chisinau Electric Transport Company. Under a decision by the Economic Court of Appeals of May 4, 2009, which was upheld by a Supreme Court of Justice decision of July 2010, the civil lawsuit filed by the PGO was accepted and the signed debt transfer contracts were declared null and void. Based on an application by the Moldovan trolleybus company, the Kiev Economic Court of Appeals in September 2011 ordered rejecting the claims of Electro-Plus. This decision was upheld by the Supreme Economic Court of Ukraine in December 2011. However, last December a bailiff ordered sequestrating the property and accounts of the Chisinau Electric Transport Company. On January 12, 2012 the bailiff levied 33,300 lei from the company’s accounts. As a result, the company’s work was imperiled. The case is investigated by the Anticorruption Prosecutor’s Office.
