The Cabinet endorsed regulations concerning the electronic monitoring of persons in the criminal justice system. The measure is stipulated in the plan of action for implementing the justice sector reform strategy for 2011-2016, IPN reports.
Thus, the persons under house arrest and convicts who move unescorted or those who leave the penitentiary for a short period of time wil be subject to electronic tagging. An electronic device (tag) is attached to the person’s hand or leg to track the wearer’s location and movement.
Those subject to electronic tagging wil sign a commitment whereby they will assume the obligations related to probation. The consent of the members of the family and third parties with whom the person will live will be asked in order to diminish the possible negative effects on private life.
The monitoring technology will be used in order to reduce crowdedness in jails and to facilitate the social reintegration of persons in the criminal justice system. The costs associated with the exploitation and maintenance of the tag will be covered with state budget money and will total about 60 lei, which is twice lower than the jail detention costs.
