Persons born in Moldova who have citizenship of other states can ask for recognition of Moldovan citizenship

The persons born on the current territory of the Republic of Moldova, but who have not been registered as Moldovan citizens, are entitled to apply for recognition of their citizenship, even if they are citizens of other states and have their domicile abroad. In the first three months of this year alone, 1,721 people born on the territory of Moldova were recognized as Moldovan citizens.

The application for recognition of citizenship of the Republic of Moldova shall be addressed to the Public Services Agency (PSA) and submitted personally or by proxy. The latter needs a power of attorney authenticated in the manner established by the normative documents. In a response to a request made by IPN, the Public Services Agency said that when submitting the application for the issuance of identity documents, the legal status of the person, the identity, domicile or temporary residence of the applicant are established.

Applicants will present to the PSA the identity card, if it is held, as well as civil status documents proving birth on the territory of the Republic of Moldova, issued by the competent authorities of the Republic of Moldova. In case of personal data change, they will also present civil status documents certifying the change of personal data. For the represented persons, documents certifying the right of representation are required.

In the last three years, the highest number of people born on the territory of the Republic of Moldova who were recognized as Moldovan citizens was registered in 2022. Then 7,554 people were recognized as citizens of the Republic of Moldova, compared to 3,729 in 2020 and 5,835 in 2021. In 2023, 4,143 people were recognized as Moldovan citizens.
