After 265 permissive documents of the existing 416, identified by a study conducted with support from the World Bank, were eliminated in 2016- 2017, the Ministry of Economy and Infrastructure suggested a draft concept of the automated permissive documents management and issuing system for public consultations, IPN reports.
The concept was designed to support the achievement of the objective “Business with clear rules of the game” defined in the national development strategy “Moldova 2020” that was approved in July 2012 and is aimed at further reducing the administrative burden on the business sector. Most of the current permissive documents (151) are to be issued based on the one-stop shop principle.
According to the Ministry, the implementation of the automated permissive documents management and issuing system, which will enable access through a large number of access points, such as computers, mobile phones, tablet PCs and public terminals connected to the Internet, will ensure transparent interaction between the entrepreneurs and public authorities, regardless of their location.
The automated permissive documents management and issuing system will be integrated with the common governmental services MPay, Msign, Mpass, Mconnect and will be placed on the governmental platform MCloud.
The Ministry of Economy and Infrastructure also presented the draft regulations concerning the keeping of the register of permissive documents needed to do business. The register will be kept by the Public Services Agency, while the Ministry will manage the register and will use the data within the limits set by the keeper.
The draft regulations define the procedure for including the permissive documents in the register, which will be public, and the method of proving, modifying and removing information.
The 151 remaining permissive documents were divided into three categories: licenses (33), authorizations that allow to work and confirm particular capacities of the business entity (82) and documents that confirm the compliance of services and goods provided for consumers with technical requirements (36).
Even if the number of permissive documents was drastically reduced during the past two years, some of the local experts and development partners consider the figure is yet high. There was stated the opinion that the number of kinds of entrepreneurial activities for which a license is needed is too large.
