The persons who bought apartments through the “First House” program will have to wait as the works have not been finished yet. Project coordinators said the construction works will be completed by the end of this month, Info-Prim Neo reports. One of the beneficiaries of the project, who purchased an attic-like apartment, said she was told that the works will be finished in December, but the deadline was extended. “We decided to take part in this program because we are budget-funded employees and cannot pay the entire sum at once. We pay in installments and it is more convenient,” the woman said in a meeting at the Chisinau City Hall. Coordinator Maria Banari said the delay is due to the people’s distrust in such projects and the underground economy. “Many of those who wanted to take part in the program gave up the idea because they have to declare their official monthly incomes, but they receive a part of the salary illegally. If this phenomenon hadn’t existed, the applications would have been almost twice higher in number,” she stated. The head of the Capital Constructions and Apartment Buildings Division Roman Sofroni said that four blocks are to be erected on Ghioceilor St, but they started to construct only the second building. “We have only 46 contracts of the planned 72, but the works go on. If this block is 50% occupied, we will start erecting the third building and will have built 9-10 stories of the blocks by autumn,” he explained. The “First House” program was launched in 2010. It is intended for budget-funded employees, young couples, young persons and other groups of people. Until now, the Chisinau City Hall issued 135 letters of guarantee for purchasing an apartment. The taken out loans total about €3 million. The loans are repayable in up to 25 years, at an interest rate of 9%.
