The need makes the people to improvise houses where there are not many living conditions. A number of families living in Chisinau’s Ciocana district built houses on garages on Igor Vieru St. The authorities know about this, but say that they cannot drive the people away. Public Amenities Division head Petru Gontea has told Info-Prim Neo that the municipality allows constructing auxiliary buildings near or on garages, not yet residential buildings The authorities know that several families moved to those buildings on garages, even if this is not allowed, but cannot force them out of the houses that they managed to connect to the electric power supply and to heat. According to Petru Gontea, there are over 30,000 families in need in Chisinau and they all asked for a place to stay or decent living conditions. But the municipality cannot help them. A solution is to adopt a law on social dwellings that would oblige the state to build houses for persons who do not have where to live, but would ban the privatization of these houses. The First House program that was initiated by the Chisinau administration is intended for persons who are able to pay for an apartment in installments, not yet for socially deprived families that do not have money.
