The state-owned enterprise “Pensiunea din Holercani” (“Holercani Pension”) that is managed by the State Chancellery could be privatized. A legislative initiative to this effect was registered by Liberal-Democratic MP Grigore Cobzac with the Parliament’s Standing Bureau, IPN reports.
In the informative note to the bill, the MP says there are no plausible arguments for keeping this facility under state ownership. On the contrary, from economic viewpoint, this enterprise sustains losses.
According to Grigore Cobzac, the maintenance costs for 2012-2015, including modernization and repair works, totaled 25.2 million lei. Of these costs, 5.8 million lei was covered with money from other resources than the public funds. The rest of 19.4 million lei was covered from the state budget and from pay services and bailments agreements signed with the Presidential Office, the Government, Parliament, the National Bank of Moldova, the Prosecutor General’s Office, etc.
The Lib-Dem said there is no justification for spending public money on this facility. If the purchased services are for employees of the given public institutions, these are illegal. It is not rational to purchase protocol services, especially in conditions of crisis.
According to the author, the implementation of the suggested law will exclude the allocation of public money for less important activities, while the state will be exempted from activities that are not typical of it, like the business ones. The Holercani Pension cannot be sold as undivided patrimonial complex, while the incomes earned from selling realty is to be transferred to the state budget.
The state-owned enterprise “Pensiunea din Holercani” includes over 65 ha of land, 18 villas, four small houses, two hotels and a number of administrative and technical blocks.
