Penitentiaries will be subjected to civil control
The civil society in concert with state institutions will inspect the penitentiaries and draw up reports on the observance of human rights in prisons, Info-Prim Neo reports.
This will be possible after the Parliament adopts an initiative to amend the Enforcement Code of December 2004 and institute civil control over the activity of the penitentiaries. The draft initiative was approved by the executive.
Minister of Justice Vitalie Parlog said that such an amendment was proposed by President Vladimir Voronin.
The request to insure the physical and psychical integrity of the detainees is contained in the recommendations on prison rules made by the Committee of Ministers of the Council of Europe.
According to the minister, the civil control will be carries out by permanent monitoring commissions that will not have the status of legal entity. The method of setting up the commissions and proposing representatives of the civil society will be fixed later, by amending the relevant laws. The commissions will have the right to visit the penitentiaries subordinated to the Ministry of Justice and to the Ministry of the Interior.
