The Communist parliamentary group, in a news conference on April 19, announced that they submitted to Parliament a bill whereby they suggest that Moldova should declare its permanent neutrality within the internationally recognized borders, Info-Prim Neo reports. President of the Communist Party (PCRM) Vladimir Voronin said they drafted the bill because they fear the dangerous policy pursued by the Alliance for European Integration, which intends to amend the supreme law. Vladimir Voronin said that owing to the ruling alliance's actions, the European integration became Euro-Atlantic integration. According to him, representatives of the NATO Center in Moldova were already included in the Ministry of Defense's Board and the Ministry signed non-transparent and event secret agreements with the similar institution of Romania, which is a member of the NATO. Voronin also said that the ruling parties' programs envision Moldova's accession to this political-military union. “It looks as if Moldova's current status of constitutional neutrality is not a strategy aimed at the future, but something which we must get rid of as soon as possible or something that can be ignored,” said Vladimir Voronin. The Communists' bill provides for the demilitarization of Moldova and contains the commitment not to take part in military conflicts and not to provide assistance to any of the belligerent sides. Vladimir Voronin considers that such a law will help quicker resolve the Transnistrian conflict. “We are convinced that this is the only guarantee not only for maintaining stability in the region, but also for solving the Transnistrian dispute,” he said. However, he expressed his skepticism about the chances of the bill being passed. Though the Constitution of Moldova says the state is neutral and does not allow detaching foreign military troops on its territory, the members of the PCRM believe the supreme law leaves room for interpretation and a special law with detailed provisions is needed.
