The Communists Party (PCRM) accuses the administration of attempt to fix the outcome of the referendum by claiming that the electronic information collection system failed. This fact was announced by the Central Election Commission (CEC) at 1pm. About one hour later, the election authority informed that the problem was removed, Info-Prim Neo reports. In a news conference on Sunday, PCRM executive secretary Iurie Muntean said the failure of the electronic data collection system is a scenario of the ruling parties that were disappointed by the poor turnout of voters in the first half of the day. “Only slightly over 10% of the voters marked their ballots by 1pm. This is three times less compared with the July 29, 2009 elections. It is known that most of the voters make their choice by midday,” Muntean said. According to him, the system was blocked so as to make the monitoring of data impossible. The representatives of the PCRM, who have observers at all the polling places in the country, say they are counting the votes in parallel. At about 2pm, CEC secretary Iurie Ciocan announced that the electronic data collection system was again functional. “The problem was fixed. We continue to collect data from the district electoral offices online and manually,” he said. According to the Communist MP Grigore Petrenko, irregularities were identified at polling places abroad as well. He said the CEC sent a large number of ballots there, but only about 2,000 Moldovans voted oversees so far.
