The Action and Solidarity Party (PAS) proposes that if Parliament does not give up ratifying the lending agreement with the Russian Federation, this bill should be adopted with an amendment that includes two reservations. One of them refers to the provisions of Article 7, point 2, concerning the outstanding debts, while the second to the participation by Russian companies in the implementation of projects with Russian financing, IPN reports.

In a news conference, PAS leader Maia Sandu said that as this is an agreement to provide a state financial loan, the two reservations are needed to diminish the existing risks. The agreement, in the form in which it was proposed by the Government, implies risks that the MPs should realize. The MPs should insist on the amendment of some of the agreement clauses so as not to create opportunities for the country to become heavily indebted in the future.

According to the ex-Premier, Article 7, point 2 implies the most serious danger as it allows for the conversion of private debts into public debts of the Republic of Moldova. The risks are very big as the Russian Federation is allowed to decide which of the private debts of Moldovan companies to Russian banks can become public debt.

Under the first reservation proposed by the PAS, the Republic of Moldova can consider itself non-bond by the provisions of Article 7, point 2 concerning the consolidation of the outstanding debts or interest on the outstanding debt for loans provided with the consent of the Moldovan side by Russian banks to Moldovan debtors and secured with state guarantees of the Russian Federation. 

Under the second reservation, the Republic of Moldova can consider itself non-bond by the provisions of Article 3, point 3. All the procedures related to the contracts for government procurement with funds from the national public budget will be regulated by the legislation of the Republic of Moldova.
