The Party of Socialists is accused of paving the way for rigging the July 11 snap parliamentary elections, while the mayor of Chisinau Ion Ceban of offering assistance to the party in this regard. More exactly, they want to remove experienced people from the electoral bureaus so as to name persons loyal to them instead of these, who would take steps to falsify the elections before and on the election day, said the head of the group of the Party of Action and Solidarity on the Chisinau Municipal Council Vasile Grădinaru and PAS representative to the Chisinau District Electoral Council No.1 Ion Cotelea. PAS made a request to the Central Election Commission, asking this to intervene and stop “this phenomenon”, IPN reports.
Those from PAS make reference to the electoral provisions. To constitute the district electoral council of the second level, the Central Election Commission is proposed two members by the court of law, two members by the local council of the second level, by one member by parties and other sociopolitical organizations represented in Parliament. The public administration of the second level by May 14 was to delegate representatives to work on the Chisinau District Electoral Council. To do this, the mayor was to convene the CMC so as to approve the candidates for member of the Chisinau District Electoral Council No. 1 who were to be presented to the CEC.
But Ion Ceban didn’t do this as, in such circumstances, the CEC delegates candidates instead of the CMC from among those put on the Register of Electoral Functionaries, at its discretion. The PSRM turned the Chisinau District Electoral Council from an electoral body into a gang of friends, said the representatives of PAS.
The PAS group sent a letter to the CEC, describing in detail the method of rigging the elections by submitting applications to vote at home and asked to issue exhaustive internal documents to stop this phenomenon. “We ask the CEC to analyze the legality of the creation of the Chisinau District Electoral Council so as to determine if there is no conflict of interests in relation to the members named from among those put on the Register of Electoral Functionaries. We ask mayor general Ion Ceban to stop rigging the elections and to call a meeting of the CMC for June 5, 10am, so as to approve the list of members of electoral bureaus delegated by the CMC,” said Vasile Grădinaru.
PAS calls on all the councilors from the other parties to call a meeting if this is not done by the mayor today.
Asked by journalists to comment on the issue, mayor Ion Ceban said the councilors from the CMC represent political parties that are now campaigning. The mayor deals with roads, parking lots, ambrosia, schools and other issues and has nothing to do with the lists of members. A legal analysis is needed to decide how to act.
