The MPs of the Party of Action and Solidarity (PAS) drafted a bill on condominium that is designed to increase the co-participation of dwellers in building administration and to fill the legislative gap that has persisted in the housing sector for ten years, IPN reports.
In a press briefing, PAS MP Vitalie Jacot said the bill wills contribute to increasing financial and decisional transparency and to digitizing the administration process. There will be created a special capital repair fund. The lots on which condominiums are located and the adjoining land will be easier allotted. “These provisions are aimed at extending the autonomy of administrative bodies of associations of owners and at better protecting the interests of association members,” stated the MP.
The bill suggests reducing the number needed for ensuring a quorum at the meetings of apartment owners, introducing postal voting and utilizing electronic platforms for communicating opinions. The dwellers and goods owners will have direct and immediate access to all the constitution documents and annual financial records of the association, to contact information of the administrator and service providers. The financially and socially vulnerable persons will enjoy financial benefits.
The bill is based on the law on condominium that was designed by the Ministry of Infrastructure and Regional Development and was given a second reading on November 29, 2018, but wasn’t promulgated.
