The municipal councilors of the Action and Solidarity Party (PAS) are asking the General Prosecutor's Office to investigate the construction permit issued by the Chisinau City Hall for the construction of a building on Vasile Alecsandri Street, on the site of the former Gaudeamus cinema. A denunciation was filed on Monday, February 24, IPN reports.
During a briefing in front of the Prosecutor General's Office, the PAS faction called for the work to stop until there is "clarity about the legality of the constructionˮ. The councillors noted that the Chisinau City Hall had issued the authorization without the approval of the Ministry of Culture, although the land is in the protection zone of three monuments, including the Historic Core of Chisinau.
The member of the PAS faction in the CMC, Anetta Dabija, said that the faction has already filed applications with the National Inspectorate for Technical Supervision, the Agency for Inspection of Monuments and the State Chancellery to verify the legality of this authorization, which, according to the councilors, raises several questions. Dabija added that "if the legality is not demonstrated, to be challenged in courtˮ.
"At the same time, we believe that it is also necessary to make a denunciation to the General Prosecutorˮs Office for the same reasons, so that the Prosecutorˮs Office investigates the case, lest we later find ourselves already with the construction already started and we find out, in fact, that it contravenes the lawˮ, said the member of the PAS faction in the CMC.
"We also have residents in the area who, in the same way, refer to us on a daily basis and tell us that they have many questions about what is going to appear next to their housesˮ, communicated the deputy chairman of the PAS faction, Dumitru Ivanov.
The municipal councillors emphasized that it is not clear on the basis of which urban planning documents the permissive acts were issued - either the Zonal Urban Plan or the General Urban Plan of Chisinau.
The Chisinau City Hall confirms that it has issued permits for the construction of a multifunctional complex on Vasile Alecsandri Street, on the site of the former Gaudeamus cinema. Vice-Mayor Ilie Ceban said that the documents have been issued according to the law and that it will not be a residential block.
According to the Ministry of Culture, the project is located in the protection zone of the Historic Core of Chisinau, the public monument Stela with bas-relief "Pan Halippa" and the public monument Sculpture composition "Fighters for Soviet Power". The Ministry and the Agency for the Inspection of Monuments will ask the court to annul the construction permit on the grounds that the required permits were not obtained.
