The political parties will be financed with dues, donations and allocations from the state budget and will be able to obtain incomes from the own activities. No other financial resources will be allowed. This is provided in the draft regulations concerning the funding of political parties that was proposed by the Central Election Commission (CEC) for debates, IPN reports.
Under the draft regulations, a party can benefit from dues and donations representing at most 0.3% of the money allocated from the state budget for a particular year and can use the financial resources only after these are registered. Anonymous dues are banned.
The natural and legal persons can make donations to one or several parties in an amount that does not exceed 200 and, respectively, 400 average monthly official salaries. The legal entities that will make a donation will be obliged to register it and to indicate it in the financial records and to inform the shareholders or members about the performed operations.
The state allocations are set by the annual budget law and represent not more than 0.2% of the projected state budget revenues. The allocations are transferred monthly to a special account of the party. The parties will present financial reports to the CEC and the Audit Office and these reports will be published on the Commission’s website and on the websites of each party.
A party cannot use more than 10% of its costs as ‘other costs’. The parties whose incomes or costs will exceed 1 million lei a year will have to subjects their financial reports to an audit at least once in three years.
The funding of political parties will be supervised by the CEC.
