The participants in the Civic Forum held in Chisinau last week requested that the government should set up a group for dialogue and negotiation with which to have discussions during the implementation of their demands. On February 4, the participants in the Forum made public a resolution with demands that should be satisfied within 30 days. In a news conference at IPN, the authors of the document said that if their demands are not fulfilled, the large-scale protests will be resumed.
Director of the Institute for Public Policy Arcadie Barbarosie, who read the resolution, said this includes a minimum set of demands intended for the government. “The participants in the Civic Forum consider the government must identify a set of conditions for ensuring the functioning of the financial-banking, law enforcement and anticorruption systems, the public information and party association systems,” he stated.
The participants in the Forum ask the government to amend the legislation on the banking system and the Penal Code so as to eliminate the risk of bank fraud and to stop money laundering. They also request to hold a contest with an international jury to choose the governor and vice governor of the National Bank of Moldova, to adopt the legal framework for doing reforms in the corruption fighting and justice sectors and to strengthen the rule of law, regulatory and inspection institutions.
The participants also seek the revision of the legislation on political parties, amendment of the Broadcasting Code so as to reduce the number of licenses that a legal entity can hold and the adoption of the legal framework for holding early parliamentary elections and electing the President by direct vote.
Among the demands are to stop persecuting protesters and to immediately set free the political prisoners and not to allow placing obstacles to the creation of new parties and to register the Political Party “Platform Dignity an Truth” without delay.
The resolution will be submitted to the Government, Parliament and President as well as to the Supreme Council of Magistracy, the ruling parliamentary parties and the opposition, the extraparliamentary parties and to the development partners.
