The Association “Promo-LEX” requests to initiate the procedures for creating legal and credible mechanisms for protecting the rights of the people living in the Transnistrian region. The request, which is addressed to the representatives of Moldova, the OSCE, Ukraine, Russia, the European Union and the United States, is contained in an appeal launched in connection with the resumption of the Transnistrian conflict settlement talks in the 5+2 format in Berlin on June 2, IPN reports.

“Promo-LEX” calls on the participants in the talks to initiate the process of identifying ad-hoc and temporary instruments for monitoring the situation of human rights and fundamental freedoms and their protection in a transparent, correct and efficient way. “This process must include the invitation and participation of a wide circle of experts and relevant players, including on behalf of local, national and international nongovernmental organizations,” it is said in the appeal.

According to experts of “Promo-LEX”, there are many problems related to the monitoring and observance of human rights in the Transnistrian region. There are no efficient instruments for monitoring and defending the social, political, cultural and economic rights there and there is no interest in the environment in which civil society and the human rights defenders work and develop in the Transnistrian region.

The Association considers the aspects of human rights are key elements that contribute to identifying solutions for peacefully and politically resolving the Transnistrian issue. If these aspects are ignored, the negotiation process will remain formal, inefficient and useless, as it has been from the start.

The Transnistrian conflict settlement talks in the 5+2 format were resumed after a hiatus of two years. The last round of talks was held in Vienna in June 2014.
